Instituto Fogo Cruzado: Open data on armed violence as a public good

Fogo Cruzado grew out of an idea by Cecília Olliveira, an investigative journalist, and took shape in 2016 in partnership with Amnesty International as a platform mapping gunfire from collaborative reports. Registered as an institute in 2021, it publishes its data openly.

Its premise is that information on armed violence should not be a state monopoly. By making shootings and their victims visible and comparable, it gives journalists, researchers, public authorities and residents a shared factual base for debating public security. It is funded mainly by grants from international foundations and philanthropic donors.

What deserves credit is the innovation itself: residents’ reports turned into open, verifiable data that others can check and reuse. In a field where information is often scarce or contested, it has built a shared...

Mission statement

The Fogo Cruzado Institute works to make cities safer through open and collaborative technologies that transform society, combat gun violence, and save lives. We operate under the vision that “security is everyone’s right,” breaking the state’s monopoly on information about gun violence by promoting more democratic and participatory approaches to public security that respect human rights.

Our work is built on two strategic pillars. Through Data & Transparency, we maintain Latin America’s largest database on armed violence, monitoring gunfire incidents across 57 municipalities in four metropolitan regions and collecting over 50 indicators via our mobile application. Our Communication & Innovation strategy is equally important—we have become a reference for digital communication and new narratives in public security, creating engaging content that reaches non-specialized audiences, particularly non-radicalized conservative groups. We avoid stigmatizing victims, focus on clear data...

We avoid stigmatizing victims, focus on clear data visualization, and present complex security issues in accessible formats across digital platforms.

We have generated significant impact throughout Brazil, with our data informing thousands of news reports and academic studies. Public institutions incorporate our information into their systems, and our methodology has been recognized by UN agencies. We have partnered with prosecutors’ offices, helped shape protections for education during armed conflicts, and contributed to important legal cases. By combining technology, strategic communication, and rigorous data collection, we have created a citizen-driven platform that empowers communities to participate in security discussions while building new narratives about effective and humane security policies.

History

Fogo Cruzado is an institute that uses technology to produce and disseminate open and collaborative data on armed violence, with the objective of strengthening democracy and fighting for social transformation and the preservation of life.

It is an original idea from Cecilia Olliveira, long-term investigative journalist and human rights advocate, that took shape thanks to a partnership with Amnesty International in 2016. Fogo Cruzado was the first collaborative platform to register and inform local populations about shootings, especially in regions where this phenomena causes several implications to daily routines - from physical and emotional damages to economic and mobility limitations. We aim to engage people in the debate about gunshot violence, using technology to break with governmental monopoly of knowledge about public security and, thus, produce and disseminate information that can, not only subsidize public policies to improve people's...
